Public call – Invitation for participation in prequalification
The Directorate for Technological Industrial Development Zones through the Commission for implementation of the procedure for granting Public Private Partnership Agreement for founding, development and operating the Technological Industrial Development Zone in Tetovo, invites every potential bidder (as “Potential Bidder”) for submission of documents for participation in prequalification (“Documents in Prequalification”) for granting and implementation of Public Private Partnership Agreement for founding, development and operating the Technological Industrial Development Zone in Tetovo. Subject to the private public partnership is selection of private partner for the purpose of Public Private Partnership Agreement for founding, development and operating the Technological Industrial Development Zone in Tetovo on space in total 9474 75 m2 on land in ownership of the Republic of Macedonia and which contains KP No. 4, 5/2, 6, 7,8,24,133 and 140, described in possession list No. 1196 in KO Sarakino.
Under “Technological Industrial Development Zone” is understood part of the territory of the Republic of Macedonia as part of customs area, separated from the remaining part of the customs area, specially fenced and marked space that presents functional unit in which are executed activities under conditions prescribed with this and other Law and in which are in force the customs and tax incentives determined with this and other Law. The Technological Industrial Development Zone is free zone from aspect of customs and tax Laws.
The project shall be granted through transparent and competitive tender procedure with application of the best international practices, the Law on Concessions and other types of PPP (“Official Gazette of the Republic of Macedonia” No. 7/08; 139/08; 64/09 and 52/10) (“Law”) and pursuant the Decision for start of procedure for PPP (“Official Gazette of the Republic of Macedonia” No. 157/11 and 8/12) and the Decision for amendment of the Decision for start of procedure for PPP No. 02-161/12 from 31.01.2012.
1. PROJECT
1.1 Subject
With the Project is envisaged to grant to the best bidder Public Private Partnership Agreement for development, financing, management and execution of works of founder of the technological industrial development zone in Tetovo, on space in total 94 74 75 m2 on land in ownership of the Republic of Macedonia and which contains KP No. 4, 5/2, 6, 7, 8, 24, 133 and 140, described in possession list No. 1196, in KO Sarakino.
The Project shall be structured as PPP and with the best bidder will be concluded Public Private Partnership Agreement for development, financing, management and execution of works of founder of the technological industrial development zone in Tetovo.
1.2 Value of the project – basic infrastructure
The indicative investment value of TIDZ Tetovo in the part of the basic infrastructure will be approximately 15 000 000 Euros.
The additional investments are the accompanying objects necessary for the functioning of the Zone, as administrative object, terminal and similar.
1.3 Location of the zone
TIDZ “Tetovo” is allocated east from Tetovo at distance of 3 km of the entrance in Tetovo, that is, north-west from the village Sarakino, with coordinates of the most north point 501539.221, 4650344.907, the most south point 503413.876, 4649262.644, the most west point 501326.068, 4649852.302, and the most east point 503438.879, 4649391.392.
The area of TIDZ Tetovo is allocated on the left side of the Highway E-65, direction Skopje – Tetovo, before the entrance in the city and opposite the petrol station Petrol Company.
1.4 Activities that will executed in the zone
In the zone will be executed activities of management, financing, execution of works of founder of TIDZ and activities for attraction of users of the zone.
2. PROCEDURE OF PREQUALIFICATION
2.1 Type of procedure
The type of the procedure for granting the Project shall be “limited call” pursuant Article 31 part (2) point (b) and Article 33 of the Law, which means that the Project shall be granted following the procedure that develops into two (2) phases:
- Phase I: Prequalification of Potential Bidders, and
- Phase II: Invitation for submission of bids from the pre-qualified bidders.
2.2 Address and Manner of acquisition of the documentation for prequalification
The potential Bidders are called to acquire the documentation for prequalification that contains Directions for the Potential Bidders (“Prequalification Documents”) through submission of request on electronic mail on the following address: katerina@fez.gov.mk; info@fez.gov.mk.
The potential Bidders that will submit request for Prequalification Documents will be registered and included on the list for question and answers and submission of notifications.
Every request for additional information and/or question that refer to the prequalification document can be submitted with electronic mail to the Commission: info@fez.gov.mk.
2.3 Criteria for prequalification
The criteria for prequalification will be given in the prequalification documents.
3. SUBMISSION OF DOCUMENTS FOR PARTICIPATION IN PREQUALIFICATION AND OPENING
3.1 Language of the documents
The documents for participation in prequalification will be in English language or Macedonian language.
3.2 Necessary documentation that the potential bidders needs to submit
As information for the potential bidders, the below given data shall be requested for the purposes of the prequalification pursuant Article 44 of the Law. For more information look at the prequalification document.
(i) Data for the financial and economic capability:
- Verified report for the financial condition of the potential bidder (or, in case when the potential bidder is Consortium, for each member of the Consortium) for the last three (3) years; and
- Statement from renowned (first class) financial institution or Bank for its intention to approve loan for implementation of the Project.
(ii) Data for the experience in similar projects:
- Data for participation in similar projects for the Potential bidder or in case when the potential bidder is Consortium, for each member of the Consortium); and
- Data that refer to the practical experience of the key personnel of the Potential bidder in the significant phases in similar projects.
(iii) Data for the structure of the management and operational capabilities:
- The proposed team that will work on the Project including data that refer to the expertise and experience of each member of the team;
- Manner of managing the team and the carriers of head functions in the team; and
- Information that refer to the equipment and/or construction or other technique that will be applied for the period of duration of the Project.
(iv) Other documented data:
• Registered certificate of the documents for registration of the potential bidders;
• Statement of the potential bidder (or in case when the potential bidder is a consortium, from each member of the consortium separately) with which he announces that if the Project is granted to them, they will be collectively and solidary responsible for the obligations that refer to the Project; or in case listed in article 21-a of the Law, the statement of the potential bidder with which the establishment of the legal person is confirmed (one should have in mind that these statements can be asked for in the later phase-during the Phase 2 of the procedure for granting of the Project);
• Statement with which the Potential bidder proves that (or in case when the potential bidder is a consortium, all members of the consortium) is not insolvent, not in a bankruptcy procedure, not in liquidation procedure, not convicted for fraud, corruption or money laundering and there is not criminal or misdemeanor procedure conducted regarding his professional activity and that all tax obligations are paid and all public taxes on the basis of the regulation of the country in which they are established.
• Information/statement for all passed or current court procedures (court or administrative) which have been conducted against the Potential bidders (or in case when the potential bidder is a consortium, against any of the members of the consortium separately).
3.3 Period of validity of the Prequalification documents
The documents in the prequalification phase will be valid at least six (6) months from the day of their submission to the Commission.
3.4 Deadlines, address and manner of the submission of the prequalification documents
The prequalification documents should be submitted by 12:00 hours local time in Skopje until 12.02.2012, on the address of the Commission listed below.
The Directorate for technological industrial development zones, Boulevard Partizanski Odredi no. 2, P.O. box 311, 1000 Skopje, Republic of Macedonia.
The potential bidders which fulfill the criteria listed in the prequalification document will be invited to participate in the Phase 2 for the Project in deadline which can not be shorter than 40 days from the day when the invitations for submitting bids are sent. For this purpose, written invitation will be sent to all prequalified bidders without public announcement. All tender documents will be sent after the payment of the fee in the amount of 200 Euros (in denar counter value according to the middle curse of the National Bank of Republic of Macedonia on the day of the issuing of the tender documentation).

3.5 Authorized persons which will participate at the opening of the documents of the prequalification
Only the members of the Commission, specially established for the purposes of the granting of the Project, will be allowed to open and evaluate the documents in the prequalification.
